Contract awarded for Long Beach Airport upgrades

A design-build team has been appointed for terminal improvements at Long Beach Airport.

Long Beach City Council has voted unanimously to award the contract to a team of Swinerton Builders, Corgan Associates, Studio One Eleven, and VCA Engineers. Swinerton’s proposal had the highest technical score and the lowest cost of the four bids deemed responsive and responsible in the procurement process

The contract, valued at US$58.8m, is divided into phases which include design, preconstruction, and construction of the project components. The design and construction are anticipated to begin this year; the contract duration is three years.

“Long Beach Airport strives to provide a first-class experience for all,” said airport director Jess Romo. “We were impressed by Swinerton’s cohesive ideas for the improvements and past relevant experience on maintaining a professional and safe environment for the traveling public on similar scale projects.”

The airport has estimated US$32m in funding will be used in the first year of the project, allowing the design-build team to start work on design for the entire project, including construction of the first three project elements. The initial priorities are the ticketing lobby, a consolidated baggage claim area and a facility for inspection of checked baggage, as they will have the greatest positive impact on the passenger experience.

Subsequent construction expected to be completed in 2020 includes rehabilitation of the terminal, relocation of the rental car customer services area and enhancements of the ‘meet and greet’ plaza.

Final elements, expected to be completed in 2021, include improvements to the terminal loop roadway and signage, consolidated rental car storage and development of a new ground transportation area.
